The civic deal comes days after it was announced that Manchester and its nine neighbors had signed a pact to work as one, under a directly-elected mayor.
Birmingham and its adjoining authorities in Central England's Black Country have no immediate plans to opt for an elected mayor as a leader.
Instead, it will operate as a "combined authority" made up of the leaders of each of the six authorities joining hands.
Prime Minister David Cameron has told civic leaders there will be no Whitehall pressure on them to adopt a mayor. Birmingham, in a public referendum Air Max Sale Mens , has already rejected an elected mayor to run the city.
The deal was signed Friday by Birmingham, the adjoining city of Wolverhampton and the towns of Dudley, Sandwell and Walsall. The city of Coventry has also agreed to join the combined authority, but politicians in that city have yet to rubber stamp the decision.
When Coventry joins the Combined Authority it will become the first provincial super authority in Britain to include three cities. A seventh Midlands town Nike Air Max 95 Sale Black , Solihull, has yet to decide whether to join the new combine.
The new combined authority will be given wide-sweeping powers over the Midlands region of England, attracting hundreds of millions of pounds of investments and grants. A decision has yet to be made about the name of the new body, but the most likely will be either the Greater Birmingham Combined Authority or the West Midlands Combined Authority.
Sir Albert Bore, leader of Birmingham City Council Nike Air Max 1 Sale Black , said: "I am pleased that we have come together to reach this agreement which will ensure the region makes a full contribution both to the UK's economic recovery and the re-balancing of the national economy."
Jack Dromey, MP for the Birmingham Constituency of Erdington, said the agreement struck between councils represented strong progress for politics in this region.
"For too long, too much has been done in Whitehall and Westminster. This is a landmark decision for the local authorities to combine to go for growth in the heart of England. A provisional working group will be established as a step to the creation of a formal Midlands combined authority, with a target to have the new combined authority in place before next year's general election.
